This research aims to 1) study the current state of School-Based Management (SBM) among teachers and educational personnel 2) explore development guidelines for SBM based on the Four Noble Truths (Ariyasacca 4) and 3) propose these development guidelines for teachers and educational personnel under the Phra Pariyattidhamma General Education Regional Office 10. The research instruments included questionnaires, interviews, and evaluation forms, with a total reliability of 0.92. Data were collected from a sample of 201 teachers and educational personnel. Statistical analysis was performed using mean and standard deviation. The research findings revealed that 1. The overall state of SBM among teachers and educational personnel was at a moderate level. 2. Guidelines for developing SBM according to the Four Noble Truths emphasized setting goals for schools to operate independently, establishing clear and transparent practices, and implementing consistent monitoring for sustainable decentralization. Regarding participation, the focus is on providing all stakeholders with continuous opportunities for feedback based on accurate data, leading to effective decentralization and a transparent organizational culture. 3. The proposed guidelines to improve educational quality include. Check and Balance: emphasizing problem analysis and transparent administrative systems. Participation promoting inclusive engagement and continuous follow-up and Devolution focusing on transparency, fairness, and systematic decentralization. 4. Overall, the guidelines based on the Four Noble Truths were rated at the highest level, reflecting the appropriateness and effectiveness of their practical implementation.
