GUIDELINES FOR PREVENTING AND SUPPRESSING CHILDREN AND YOUTH FROM DRUG USE BY THE LOCAL COMMUNITY

Abstract

The objectives of this research are as follows: 1) To explore the historical context, conceptual framework, and theories pertaining to the prevention and control of substance abuse among children and adolescents within local communities, 2) To scrutinize the legal framework that directs the prevention and control of substance abuse among children and adolescents at the local community level, and 3) To Analyze, propose, and recommend additional legal measures to serve as guidelines for preventing and controlling substance abuse among children and adolescents within local communities. The results of the research found that 1) reasons why children and youth take drugs Including the environment of children and youth, including (1) the family institution The fact that someone in the family uses drugs It may cause children and youth to start using drugs. Imitative behavior occurs Secretly trying to use drugs or distant family member who doesn't feel warm As a result there is a high risk that children and youth will turn to drugs to bridge the mental gap (2) The community where children and youth live Take and trade drugs Makes drugs easy to buy and sell 2) Guidelines for preventing and suppressing drugs There will be a Narcotics Prevention and Suppression Board whose duty is to prevent and suppress narcotics in cooperation with the government and police All of whom are central government officials Therefore they may not understand the guidelines for preventing children and youth from using drugs. Therefore it is proposed to amend the Narcotics Code B.E. 2021 Section 4/1 “Appoint a local drug prevention and suppression committee from local people It is responsible for supervising local children and youth If there is drug-related behavior report it to the authorities and take immediate action.”
