STATES, PROBLEMS, AND GUIDELINES FOR THE DEVELOPMENT OF ACADEMIC ADMINISTRATION IN SCHOOLS DURING THE COVID-19 OF SCHOOLS UNDER UBON RATCHATHANI PRIMARY EDUCATIONAL SERVICE AREA OFFICE 4

Abstract

The objectives of this research were to 1) study the states and problems of academic administration of schools during the COVID-19 and 2) study guidelines for development of academic administration of schools during the COVID-19. The samples used in the study were 281 heads of academic department and teachers. There were 266 respondents, representing 94.66 percent. The 11 informants for interview included the deputy director of the Primary Educational Service Area Office 4, supervisors, administrators, academic assistants of director, and teachers. The research tools consisted of a five-level rating scale questionnaire on states and problems of academic administration with the reliability values of .97 and .98 and an interview form with IOC of 1.00 in all items. The statistics included frequency, percentage, mean, standard deviation, and content analysis. The findings were as follows: 1) the states and problems of academic administration as a whole were at the average levels, and 2) the guidelines for the development of academic administration included (1) schools should change instructional management according to their local contexts and situations, (2) administrators should adapt the curriculum to be flexible according  to the situations, (3) administrators should increase the flexibility of learning structure, (4) administrators should promote progress evaluation and use flexible and various  methods for learning evaluations, (5) schools and  related organizations should  arrange platforms online for sharing  research and innovations, 6) schools and related organizations must  supervise flexibly by using PDCA Process, (7) schools must demonstrate evaluation information and internal education quality audits through website, (8) administrators should share and exchange learning experiences between schools and communities for the development of knowledge and academic skills in communities while sustaining Social Distancing, and (9) administrators encourage teachers to create digital teaching aids so that students could study and review lessons at home.
