The Development of the Road Accident Management Model Using the Mechanism of Road Safety Center in Thung Tam Sao Sub-district, Hat Yai District, Songkhla Province

Abstract

This is an action research to develop and assess the road accident management model using the mechanism of Road Safety Center in Thung Tam Sao Sub-district, Hat Yai District, Songkhla Province. The samples were selected by purposive sampling. They consisted of 1) 22 members from the implementation team and 2) the assessment team, selected by purposive sampling from 2 communities in the target area, 37 samples per one community. The data was collected by a questionnaire and an interview form between October 2022 – April 2023; and analyzed by descriptive statistics, inferential statistics, independent t-test, and content analysis. The results revealed 5 stages of the model, i.e., 1) context analysis in terms of person, environment, and system/mechanism in each community; 2) continuous data storage, analysis, and return to communities; 3) PR and communication of risks in communities; 4) integrated resources, i.e., human, money, and materials; 5) monitoring and feedbacks every 3 months. According to model assessment, it was found that all aspects had highest means, i.e., accuracy standard
(± S.D ; 4.65 ± 0.28), feasibility standard (4.50 ± 0.31), suitability (4.48 ± 0.20), and utility (4.36 ± 0.23). For model effectiveness, it was found that the mean of road accident preventive behavior was significantly higher than the pre-development phase (p-value < 0.01). The research suggested that to apply the developed model, there should be community context analysis, internal administrative process development, network development, support, monitoring channels, and continuous assessment. These will partly drive more efficient implementation.
