A comparison of the criteria for applying for the promotion of special skilled teacher between w17/2552, w21/2560, and w9/2564

Abstract

               This academic article aims to study the promotion of teachers to the status of "Senior Specialist" (Chumnan Kan Phiset) in Thailand is a crucial step in enhancing teacher competencies. The criteria for such promotions are periodically updated by the Ministry of Education, as outlined in regulations such as w17/2552, w21/2560, and w9/2564. The qualifications of w17/2552 is teachers must have served as Senior Teachers for at least one year, fulfilling the minimum teaching workload and demonstrating continuous student development over two years. For w21/2560, teachers must have held the Senior Teacher position for at least five years and engaged in professional learning communities (PLCs) for no less than 50 hours per year. Under w9/2564, the required tenure was reduced to four consecutive years, with additional criteria of achieving at least 70% in performance evaluations and meeting career development requirements. In terms of evaluations: w17/2552 assesses teachers in three areas: discipline, professional ethics, knowledge and skills, and work performance. w21/2560 emphasizes teaching management, classroom management, and self-development. w9/2564 focuses on two areas: teaching skills and classroom management, as well as student learning outcomes, with a passing score of at least 70%.  These promotion assessments reflect the ongoing efforts to develop educators and the education system in Thailand, incorporating technology and data management to ensure fairness. However, challenges remain in aligning evaluation standards with the context of individual schools to maximize the benefits for teaching and learning.
