Abstract

The objectives of this research were to: (1) examine the implementation of the “Returning Reformed Individuals to Society” policy by the Department of Corrections, Ministry of Justice; (2) explain the correlation between the implementation of the policy and its influencing factors; and (3) forecast and propose a model for the policy’s implementation. This study employed a quantitative approach, using a sample of 400 residents from Prachuap Khiri Khan Province. Data were collected through questionnaires. The statistical methods used included percentage, mean, standard deviation, Pearson’s correlation coefficient, and multiple regression analysis. The findings were as follows: (1) the overall implementation of the “Returning Reformed Individuals to Society” policy was at a high level; (2) there was a statistically significant positive correlation (at the 0.01 level) between the policy’s implementation and its influencing factors; and (3) the influencing factors could predict 61.0% of the variance in policy implementation. These key influencing factors included clarity of objectives, leadership, participatory decision-making, participatory implementation, and shared benefits.
