<p>The purpose of this article is to present an analytical study of governance mechanisms in public construction projects in Thailand—an issue of critical importance that directly affects national budget utilization and public trust in government institutions. The study focuses on analyzing the four fundamental pillars of good governance: the rule of law, transparency, accountability, value for money, and public participation. It also explores key tools employed to promote good governance, such as the Integrity Pact, the electronic government procurement system (e-GP), and the CoST Thailand initiative. The main topics discussed in this article include the analysis of governance principles, the study of instruments that strengthen governance, the application of digital technology, the development of intersectoral collaboration networks, and future development approaches. The knowledge derived from this article will be highly beneficial for government agencies aiming to enhance procurement standards, scholars in the field of public administration, and policymakers seeking to establish effective oversight systems to reduce corruption risks and increase transparency in public sector operations—thus fostering greater public confidence.</p>Parinthorn Sirieawphikul

<p>This research aimed to study (1) the level of morale among support staff at Maha Sarakham University; (2) factors affecting the morale of support staff at Maha Sarakham University; and (3) explore recommendations for factors affecting the morale of support staff at Maha Sarakham University. The population consisted of 401 support staff at Maha Sarakham University. The sample size was 201 participants, using the Yamane formula. The research instrument used was a five-level questionnaire. Quantitative data were analyzed using means, standard deviations, and linear multiple regression. Content analysis was used for qualitative data analysis.</p> <p>The results revealed that (1) the overall level of morale among support staff at Maha Sarakham University was high. (2) Factors affecting the morale of support staff at Maha Sarakham University included working conditions, recognition, policy and administration, and success factors. It can predict the morale of support staff at Maha Sarakham University at 77.20 percent. (3) Suggested factors affecting the morale of support staff at Maha Sarakham University include: setting clear work goals, rewarding and supporting career development, supporting honor, appreciation, and creating a work environment of mutual respect, appropriate job delegation, empowering decision-making, and providing constructive guidance, developing a clear career path and a fair promotion system, appropriate salary structure, salary adjustments, and adequate benefits, creating a good work atmosphere, developing skills, effective communication, and teamwork, having transparent policies, effective management, and personnel participation, creating a suitable environment, modern equipment, leaders with motivating leadership and creating position stability, a clear evaluation system, and appropriate benefits.</p>ปิยวรรณ จันทร์เทพ

<p class="p1" style="text-align: justify; text-justify: inter-cluster;"><span class="s1"><span style="font-size: 16.0pt; font-family: 'TH SarabunPSK',sans-serif;">This study aimed to (1) examine the policies of Bang Rin Town Municipality, Mueang District, Ranong Province, in preparing for a complete aged society; (2) explore the implementation processes of those policies; and (3) propose policy recommendations that align with the local context. A qualitative research approach was employed, collecting data from 30 key informants through in-depth interviews and focus group discussions. The findings revealed that Bang Rin Town Municipality has implemented comprehensive policy management covering public health, economic, and social dimensions through organizational-level policies, elderly welfare services, and integrated policies that foster multi-sectoral collaboration. The municipality’s operations are aligned with the National Strategy, the National Plan for the Elderly, and the Sustainable Development Goals (SDGs), emphasizing the development of a “proactive and holistic elderly care system” that effectively integrates all sectors. A key strength of the municipality lies in its participatory approach that allows older adults to engage in every stage of policy implementation, efficient resource management, and strong linkages with community health networks. Guided by the conceptual frameworks of New Public Management (NPM), New Public Service (NPS), and New Public Governance (NPG), the municipality’s practices respond effectively to the current needs of the elderly while laying the foundation for a sustainable, age-friendly society. The policy recommendations include establishing a local elderly strategic framework with clear goals and indicators, developing a “Local Elderly Council” to provide policy advice and monitoring, and promoting the silver economy through innovation and digital technology. These measures aim to elevate Bang Rin Town Municipality as a model of integrated public administration for a complete aged society.</span></span></p>Sudarat Thalang

<p>This research aimed to: (1) study the level of desired graduate development among students in the Bachelor of Public Administration program at Rajabhat Mahasarakham University, (2) compare the development of desired graduate qualities based on gender, age, and academic year, And (3) provide recommendations for enhancing the development of desired graduates. The sample consisted of 184 participants, selected using Taro Yamane’s formula. The research instrument was a questionnaire, and data analysis utilized descriptive statistics such as percentage, mean, frequency, and standard deviation. Comparative analysis was conducted using t-tests for gender differences and one-way ANOVA for age and academic year differences.</p> <p> The research results found that; (1) The overall level of desired graduate development among students was high, (2) There were no significant differences in the development of desired graduate qualities based on gender, age, or academic year, And (3) Recommendations included: Core Academic Skills: Enhance knowledge in political science, administration, analysis, and law through in-depth learning, case studies, practical exercises, and integration of new technologies such as AI and Big Data. Analytical Thinking Skills: Utilize active learning activities, such as policy analysis, case studies, and simulated problem-solving, complemented by digital tools and critical reading. Communication Skills: Train students in public speaking, academic writing, team communication, and the use of technologies like PowerPoint and online platforms. Collaboration Skills: Organize team-based activities, such as community project development, negotiation practice, conflict management, and teamwork with diverse groups. Creative Thinking Skills: Promote innovative policy and project design through case studies, brainstorming, and interdisciplinary collaboration. Life and Career Skills: Develop time management, planning, adaptability, financial management, and professional networking skills. Information Skills: Teach students to distinguish between real and fake news, create content ethically, and use essential software such as Excel and GIS. <p>This research aimed to: (1) describe the current state of public services of Hua Taphan Subdistrict Administrative Organization, Wiset Chai Chan District, Ang Thong Province; (2) identify problems in public services of Hua Taphan Subdistrict Administrative Organization, Wiset Chai Chan District, Ang Thong Province; and (3) propose guidelines for the development of public services of Hua Taphan Subdistrict Administrative Organization, Wiset Chai Chan District, Ang Thong Province. The research was conducted by collecting data from key informants divided into 3 groups, totaling 12 persons. The data collection method was semi-structured interviews. The research findings included: (1) a study of the development of public services of Hua Taphan Subdistrict Administrative Organization, Wiset Chai Chan District, Ang Thong Province. It found that public services in electricity, water, transportation, and waste management were at fair to good levels. The service was attentive and trusted by the public. However, limitations were found in terms of service quality, coverage, and infrastructure, as well as budget, personnel, and space constraints. (2) The main problems included inadequate electricity and road coverage in some areas, water supply system still had problems with quality and water distribution, inadequate waste sorting, and lack of expertise in some personnel, which affected the ability to fully meet the needs of the public. (3) The proposed development guidelines included: Expanding and improving infrastructure, developing service quality and personnel, using technology in management, raising public awareness and participation, and increasing transparency and concreteness to ensure that public services effectively and sustainably meet the needs of the people.</p>Supattra Jaiyen
