Policy Management Preparing for Complete Aging Society at the Local Level: A Case Study of Bang Rin Town Municipality, Mueang District, Ranong Province

Abstract
This study aimed to (1) examine the policies of Bang Rin Town Municipality, Mueang District, Ranong Province, in preparing for a complete aged society; (2) explore the implementation processes of those policies; and (3) propose policy recommendations that align with the local context. A qualitative research approach was employed, collecting data from 30 key informants through in-depth interviews and focus group discussions. The findings revealed that Bang Rin Town Municipality has implemented comprehensive policy management covering public health, economic, and social dimensions through organizational-level policies, elderly welfare services, and integrated policies that foster multi-sectoral collaboration. The municipality’s operations are aligned with the National Strategy, the National Plan for the Elderly, and the Sustainable Development Goals (SDGs), emphasizing the development of a “proactive and holistic elderly care system” that effectively integrates all sectors. A key strength of the municipality lies in its participatory approach that allows older adults to engage in every stage of policy implementation, efficient resource management, and strong linkages with community health networks. Guided by the conceptual frameworks of New Public Management (NPM), New Public Service (NPS), and New Public Governance (NPG), the municipality’s practices respond effectively to the current needs of the elderly while laying the foundation for a sustainable, age-friendly society. The policy recommendations include establishing a local elderly strategic framework with clear goals and indicators, developing a “Local Elderly Council” to provide policy advice and monitoring, and promoting the silver economy through innovation and digital technology. These measures aim to elevate Bang Rin Town Municipality as a model of integrated public administration for a complete aged society.
