Abstract

The objectives of this study were to 1) study the problems of welfare to elderly towards a model organization, 2) study the need for providing the welfare to elderly towards a model organization, and 3) find the guidelines for developing welfare to elderly to towards a model organization of Thung Sai subdistrict Municipality at Sai Thong Watthana District in Kamphaeng Phet Province. The key informants consisted 6 groups such as 20 the public health academics, political science and public administration academics, community development groups, human security volunteer groups, community leaders and elderly club groups. It was a qualitative research and content analysis and the correctness by the three-point method.

The result findings of study were as follows:

1) The problems of elderly the Thung Sai Subdistrict Municipality at Sai Thong Watthana District in Kamphaeng Phet Province was found that the physical health problems, mental problems, social problems, economic problems and environmental problems.

2) The needs of welfare to elderly towards a model organization of Thung Sai Subdistrict Municipality at Sai Thong Watthana District in Kamphaeng Phet Province were found that there were needs as follows: 2.1) Physical health: convenient access to public health services with mobile medical units visiting homes, an annual health examination, and chronic disease surveillance by regular health examinations to check for various diseases and conditions from the first stage and health care advice, a project to promote exercise and budget support for purchasing materials and equipment, 2.2) Mental: social interaction, family and participation in religious activities, 2.3) Society: participation in public activities or family activities, participating in local cultural traditions or community relations activities, reducing stress and alone and providing knowledge on the rights of the elderly and advice, 2.4) Economic: a vocational training project or having extra income and creating a secondary career group such as making and weaving desserts, 2.5) Environmental: improving housing to suitable for the elderly, good lighting, smooth walkways, handrails, clean bathrooms and creating a safe and conducive environment in the community

3)The guidelines for developing welfare to elderly towards a model organization of Thung Sai Subdistrict Municipality were as follows: 1) Promotion of health and medical welfare and support for budget for equipment procurement and an establishment of a school for the elderly for providing knowledge and activities for promoting health continuously, 2) Promotion of income generation and careers including selling products to generate income for the elderly, 3) Improve housing and environment for providing stable and safety, 4) Promoting the recreational and social activities to appropriate for health and safety, 5) Creating the social and family stability, developing family relationships to strong, 6) Creating a support network and providing volunteers for taking care to the elderly in the community, arranging the welfare for the elderly efficiently and sustainably.
