DEVELOPING GUIDELINES OF THE CHINESE INSTRUCTION FOR SCHOOLS UNDER THE SECONDARY EDUCATIONAL SERVICE AREA OFFICE 19

Abstract

The objectives of this research was to study the current state, desirable state, and the priority needs index (PNI modified) of Chinese language instructional of schools under the secondary educational service area office 19, and develop the Chinese language instruction guidelines. The research’s population consisted of administrators and teachers totaling 154 persons and key informants consisted of administrators and teachers of model schools, totaling 3 persons and 5 experts. Research instruments were questionnaires, an interview form, and guidelines suitability and possibility assessment forms. Statistics used for data analysis included percentage, mean, standard deviation, and the priority needs index (PNI modified). The research results was found; 1) The current state and desirable state of Chinese language instruction in schools under the secondary educational service area office 19 both overall were at high levels, The priority needs index was 0.185, when considering each component, it was found that the first priority needs index was the instructional media and learning resources of the Chinese language component, the second was teachers and creating a collaborative network component, the third was the Chinese language curriculum administration component, and the fourth was the Chinese language instruction component, respectively. 2) The Chinese language instruction guidelines of schools under the secondary educational service area office 19 consisted of 4 components 33 guidelines with the guidelines suitability assessed overall was at the highest level, and guidelines possibility assessed overall was at a high level.
