Integrated Participatory Coordination System in Educational Administration: A Synthesis of Five Theories toward the IPCS Model

Abstract
This article aimed to analyze and synthesize key concepts from five major theories—systems theory, human relations theory, distributed leadership theory, organizational communication theory, and the concept of participatory management in order to develop a new conceptual framework for coordination in educational administration. The study employed theoretical content analysis and comparative synthesis of documents to identify the strengths, limitations, and shared elements of each theory, which were then integrated to construct the Integrated Participatory Coordination System (IPCS) Model. The findings indicated that effective coordination in 21st-century educational institutions requires the integration of three core dimensions; (1) an open systems structure that facilitates the free flow of information, (2) an organizational culture that promotes collaboration, trust, and shared accountability, and (3) a transparent communication and participation system that was compatible with modern technologies. The study suggested that the integration of these three dimensions enables the development of coordination mechanisms that were flexible, transparent, and sustainable.
