Abstract

The purposes of this research were to 1) study the problems and the needs to enhance teachers' competencies in Phonics-based reading learning management, 2) study the development of teachers' competencies in Phonics-based reading learning management through Plan, Act, Observe, Reflect (PAOR), and 3) study the use and outcomes of developing teachers' competencies in Phonics-based reading learning management through PAOR. The population consisted of 54 qualified personnel from Pratoolee Municipal School and Sanpayangluang Municipal School. The research instruments used were questionnaires, interviews, focus group discussions, evaluation forms, and assessment summaries. The data were analyzed with frequency, percentage, mean, and standard deviation. The research findings revealed that

The problems, the overall was at a moderate level, whereas the needs, the overall was at a high level. 2.The development of teachers' competencies in managing Phonics-based reading learning management through PAOR consisted of five aspects: 1) Curriculum development 2) Instructional design 3) Learning management 4) Utilization and development of technology innovation media in learning management 5) Assessment and evaluation of learning outcomes. 3. Teachers' abilities in learning management for the academic year 2020-2021, the overall and each aspect were at a high level, while for the academic year 2022, the overall and each aspect were at the highest level.
