A Study of Guidelines for Developing Professional Learning Communities to Enhance Teacher Competency in Learning Management in Schools under Nakhon Ratchasima Primary Educational Service Area Office 4

Abstract
This mixed-methods research employed a sequential explanatory design with three objectives: 1) to identify the components and indicators of Professional Learning Communities (PLC) and teacher competency in learning management; 2) to examine the current state, desired state, and priority needs of PLC implementation and teacher competency development; and 3) to formulate guidelines for developing PLC to enhance teacher competency in learning management in schools under Nakhon Ratchasima Primary Educational Service Area Office 4. The quantitative sample consisted of 325 school administrators and teachers from 234 schools, selected through stratified random sampling using Krejcie and Morgan's (1970) criteria. The qualitative phase involved 15 key informants—school administrators, educational supervisors, and lead teachers (five each)—selected by purposive sampling. Research instruments comprised a questionnaire for current and desired states (reliability α = 0.92) and a 15-item semi-structured interview. Quantitative data were analyzed using mean, standard deviation, and the modified Priority Needs Index (PNImodified); qualitative data were analyzed through content analysis. The findings indicated that: 1) PLC consisted of five components with 20 indicators, and teacher competency comprised six dimensions with 24 indicators; all indicators met content validity criteria (IOC = 0.60–1.00). 2) The most urgent priority needs were systematic collaborative inquiry in PLC and continuous reflection and self-development among teachers, both yielding PNImodified = 0.67. 3) Five major development guidelines emerged: establishing shared vision from authentic data, organizing systematic inquiry and reflection, designing flexible and continuous learning circles, strengthening leadership and structural support, and fostering a culture of professional trust.
