This research aimed to: (1) study the current conditions of online learning management, (2) analyze problems and obstacles in online teaching, (3) design and develop an online learning management system, and (4) evaluate the efficiency of the online learning management system for the Social Studies, Religion, and Culture subject in secondary schools in Phetchabun Province, Thailand. The study employed a Research and Development (R&D) methodology integrating both quantitative and qualitative research approaches. The sample consisted of secondary school teachers and students. In particular, issues related to obstacles in online learning management and computer usage were rated at a high level, whereas other aspects were at a moderate level; (2) major problems and obstacles included the need for effective instructional planning and diverse learning media to reduce student boredom, the requirement for greater learner responsibility due to the flexible nature of online learning, unsuitable home learning environments, and disturbances such as background noise; (3) the development of the online learning management system showed that students’ overall satisfaction with the system was at a high level. In addition, students’ post-test achievement scores were significantly higher than their pre-test scores at the .05 level, indicating improved learning outcomes consistent with the research hypothesis; and (4) the overall efficiency evaluation of the online learning management system was rated at a high level. n conclusion, the developed online learning management system effectively enhanced learning achievement and student satisfaction, and it can be applied as an efficient instructional approach for teaching Social Studies, Religion, and Culture in secondary schools.
