Abstract

This research aims to 1) study the current conditions and desirable conditions of leadership and school administrator skills in the 21st century under the Office of the Secondary Education Area, Chonburi Rayong, 2) study the current conditions and the desired conditions in creating motivation for teachers in educational institutions under the Office of the Secondary Education Area, Chonburi Rayong 3) To create a guideline for developing leadership with school administrators' skills in the 21st century to create motivation for teachers in educational institutions under the Office of the Secondary Education Area, Chonburi Rayong 4) To evaluate the guideline for developing leadership with school administrators' skills in the 21st century to create motivation for teachers in educational institutions under the Office of the Secondary Education Area, Chonburi Rayong. The research results found that 1) The current status, leadership skills of school administrators in the 21st century under the Office of the Secondary Education Service Area, Chonburi Rayong, are at a moderate level overall.  When considering each aspect, it was found that all aspects were at a moderate level. The desired status of leadership skills of school administrators in the 21st century under the Office of the Secondary Education Service Area, Chonburi Rayong, is at the highest level overall.  When considering each aspect, it was at the highest level in every aspect. 2) The current status of motivating teachers in schools under the Office of the Secondary Education Service Area, Chonburi Rayong, is at a moderate level overall.  When considering each aspect, it was found that all aspects were at a moderate level. The desired status of motivating teachers in schools under the Office of the Secondary Education Service Area, Chonburi Rayong, is at a high level overall.  When considering each aspect, it was at the highest level in every aspect. 3) Guidelines for developing leadership skills with school skill in the 21st century to motivate teachers in schools under the Office of the Secondary Education Service Area, Chonburi Rayong, to develop guidelines for developing leadership skills of school administrators in the century 21 in educational institutions, totaling 18 guidelines and guidelines for creating motivation for teachers in educational institutions, totaling 12 guidelines.  4) The results of the evaluation of the appropriateness and feasibility of the guidelines for leadership and school administrator skills in the 21st century in educational institutions by experts found that the overall appropriateness was at the highest level and the overall feasibility was at the highest level.
