THE CIRCULAR ECONOMY MODEL FOR HUMAN RESOURCES DEVELOPMENT

Abstract

This article aimed to study the principle of the circular economy in order to reduce the use of resources and return used materials or living things to the production process. The purposes include the creation of understanding by people in society to minimize the use of raw materials, reduce waste and pollution, and prevent the waste of raw materials. This economic system is designed to use minimal amounts of limited natural resources with full effectiveness to maintain and establish the value of the existing resources in the system with an effective and sustainable mechanism or process. The system consists of 1) recycle and reuse, 2) sustainable product design, 3) sharing and service, 4) resource use reduction, 5) waste management, and 6) human resources development. The consequent benefits of the circular economy can lead to the creation of work and skills, prevention of threats and adaptation to changes, and adaptation to market changes, as well as a decrease in the use of toxic substances and prevention of environmental harm, effective waste management, decrease in energy use, and creation of economic sustainability. In addition, the circular economy model in human resources development should implement considerations in 5 aspects: 1) Development of skills and education, 2) promotion of health and energy, 3) management of human resources in a circulating form, 4) support of flexible work, and 5) development of technology and innovation. The approach to the development of the circular economy system should begin with human resources development at the government sector, private sector, and public sector levels to enable the operational economy system to be effective and sustainable, as well as help create new opportunities for skill and occupational development, create business with economic and environmental values in the long term, reduce the use of necessary resources, and create sustainable resources.
