GUIDELINES FOR THE DEVELOPMENT OF INFORMATION TECHNOLOGY FOR BUDGET MANAGEMENT IN SCHOOLS UNDER THE SECONDARY EDUCATIONAL SERVICE AREA OFFICE BANGKOK 1

Abstract

Nowadays, information technology has played an important role in every sector. Especially in education field, information technology has been brought into play in more educational institutions because it can help enhance work efficiency.  The more use of Information technology in school budgeting management should then be considered to verify the correctness of financial expenditure. The purposes of this research are: 1) to examine the conditions and problems in schools budgetary management process, 2) to investigate factors that promote the use of information technology in school budget management, 3) to study  guidelines for The development  of information technology for budget management in schools under the secondary educational service area office Bangkok 1. Populations used in this research were 67 teachers working as financial supervisors in 67 schools under the Bangkok Secondary Educational Service Area Office 1. Data collection tool was a questionnaire. Statistics used for analyzing data were percentage, means, and standard deviation. The results of the research were as follow.

1) Educational institutions that use information technology were found to have fewer problems than those that do not use information technology. When considering each aspect, it was found that the problems with highest mean scores for educational institutions that did not use information technology were supplies and assets. 2) Administrative aspects were found to be supporting factors with the highest score for the use of information technology in school budget management especially the item  “administrators issued policies and goals related to the use of information technology in school”. 3) Guidelines for the development of information technology for budget management in schools under the Secondary Educational Service Area Office Bangkok 1 in all aspects were: 1. Personnel to be recruited in this work should be with expertise. 2. Advanced equipments and software should be employed for used with regular up-to-date check up. 3. Personnel training should be organized to upgrade proficient skills so they may be able to develop school-own programs for use. 4. Prepare a user manual. 5. There should be a continuously monitoring and evaluation sessions for equipment or software effectiveness.
