Transfer of Public Administration of Subdistrict Health Promoting Hospital from the Ministry of Public Health to the Prachuap Khiri Khan Provincial Administration Organization

Abstract
This research has three objectives: (1) to depict the context of public administration transfer, (2) to identify public administration transfer problems, and (3) to propose ways to improve public administration transfer. This research is qualitative. Information collected from in-depth interviews Use participatory and non-participatory observations. The sample of 10 key contributors was regional personnel, local personnel. Health care workers, service recipients Analyze data using the essence analysis process. Findings (1) Structure: Conduct a study on the consistency of organizational structure and announcement of the Central Committee of the Organization and the announcement of the Central Committee of the Provincial Administrative Organization. The problem continued due to the structuring, namely the shortage of personnel, the inability to recruit personnel according to the established manpower plan. In addition, a study was conducted on the consistency of management of the organizational structure and the wishes of the provincial administration organization. (2) Personnel conduct a study on the implementation of the manpower rate framework to support the burden of transfer enterprises, which encounters personnel shortages and personnel problems that do not meet the specified manpower rate framework and the issues of the implementation of the plan and schedule for personnel transfer found that the provincial administration organization has not yet determined the structure to accommodate the personnel to be transferred. (3) Supervision, monitoring, evaluation, conducting studies on issues of supervision and evaluation of the transfer of public administration, sub-district health promotion hospitals. It found a lack of a unit directly responsible for supervising, monitoring and evaluating the transfer.
