RESEARCH ON THE DEVELOPMENT AND OPTIMIZATION OF MANAGEMENT STRATEGIES FOR ENHANCING THE TRANSFORMATIONAL LEADERSHIP OF DEANS OF SECONDARY COLLEGES IN HIGHER VOCATIONAL COLLEGES

Against the backdrop of concurrent modernization of vocational education governance and digital transformation, governance effectiveness in higher vocational institutions increasingly depends on the transformational leadership of secondary-college deans. Using Honghe Vocational and Technical College as a case, this study adopts a sequential explanatory mixed-methods design. First, a questionnaire survey was conducted diagnose cadre management (morality, competence, diligence, performance, and integrity) and the nine-dimensional leadership of secondary-college deans (integrating the Five-Forces leadership model with the four dimensions of transformational leadership). Subsequently, semi-structured interviews and focus groups were conducted to interpret and contextualize key statistical findings. Based on these results, a strategy system for enhancing deans’ leadership was developed and refined, and the indicator system was further improved through an expert consensus procedure. The findings revealed a structural pattern in cadre management characterized by stronger morality and integrity but relatively weaker competence and performance. Similarly, deans’ leadership showed prominent moral exemplarity alongside deficiencies in strategic foresight and individualized support. Based on the diagnostic evidence, this study proposes an integrated improvement scheme covering"Vision–Mission–Objectives–Strategies–Projects/Activities–KPIs," and establishes a replicable closed-loop pathway of"diagnosis–development–optimization–evaluation," providing higher vocational institutions with actionable governance tools and a practice-oriented model for middle-level leadership development.
