Amid deepening globalization and educational internationalization, medical vocational colleges face the imperative to enhance quality and competitiveness through international cooperation. This study, using M Vocational College as a case, employed an explanatory sequential mixed design combining questionnaires and semi-structured interviews to analyze the cognition, needs, barriers, and support factors of students, faculty, and administrators. A total of 126 valid samples were collected (111 students, 10 faculty, 5 administrators), with strong reliability.

The results showed that students hold positive attitudes, with the greatest concern for scholarships and funding support (M=4.29); faculty emphasize the establishment of international collaboration teams (M=4.40) and funding for overseas visits (M=4.30); and administrators highlight special funds (M=4.40) and project expansion (M=4.20). Qualitative analysis reveals systemic problems such as weak top-level design, cumbersome procedures, insufficient service platforms, and lagging incentives. Accordingly, based on the framework of “demand analysis → priority integration → action sequencing,” this study proposes five strategies: strengthening top-level design and special funding, improving faculty training and incentive mechanisms, expanding student scholarships and information platforms, broadening international cooperation channels, and establishing a PDCA evaluation system with participation, learning outcomes, and employment conversion as core indicators.

This study’s innovation lies in its diagnostic framework of “three subjects × four dimensions,” combining quantitative and institutional evidence to link directly to management improvements. The mixed approach strengthens explanatory power and feasibility, offering empirical and practical reference for medical vocational colleges advancing international cooperation.
