The Study of Administrative need and Guidelines in Supply Administration of Secondary Educational Service Area Office Chiang Rai

Abstract
This research article aims to 1) study the necessity in material management of educational institutions and 2) study the guidelines for material management of educational institutions under the Office of the Secondary Education Area, Chiang Rai. It is a mixed-method research, quantitative research. The sample group includes 317 administrators and teachers, using stratified random sampling. The instrument used is a questionnaire. The questions had a dual response format. Data were analyzed using descriptive statistics and the PNI modified index. Qualitative research methodology The data providers are experts, number 5 people were selected through specific selection methods. The tool used is an interview. Data were analyzed using content analysis.
The results of the study found that 1) The necessity in material management of educational institutions under the Office of the Secondary Education Area, Chiang Rai, the aspect with the highest need index was material management, followed by procurement. 2) The guidelines for material management of educational institutions under the Office of the Secondary Education Area, Chiang Rai, when considering each aspect, are as follows: 2.1) In terms of material management, educational institutions should hold meetings to appoint committees to cover each task, prepare annual project plans in advance, and specify details according to correct and clear regulations, rules, and criteria for material management. 2.2) In terms of procurement, educational institutions should hold meetings to appoint committees to cover all operations, plan operations to meet objectives, and prepare written documents with relevant persons signing them according to the procurement regulations.
