Guidelines Development the Participatory Student Support System Operations of Educational Institutions under the Nakhon Sawan Primary Educational Service Office Area 2

Abstract
This research aimed to study the current conditions and problems, compare, and determine guidelines for developing collaborative student care and support system operations in schools under the Nakhon Sawan Primary Educational Service Area Office 2. The sample consisted of 306 school administrators and teachers. The informants for determining the development guidelines were 17 experts. The research instruments used for data collection were questionnaires and interview forms. Data were analyzed using a statistical software package to determine the mean ( ), standard deviation (S.D.), frequency (f), and ranking. Additionally, t-test Independent, F-test (One-way ANOVA), and content analysis were employed. The research results revealed that: 1) Regarding the conditions and problems of collaborative student care and support system operations in schools under the Nakhon Sawan Primary Educational Service Area Office 2, the overall operation was at a high level. The problem with the highest percentage was the aspect of student referral (mutual trust); administrators assigned teachers to explain the necessity of referral to students to alleviate their anxiety. 2) The comparison of the conditions of collaborative student care and support system operations, classified by work experience and school size, showed statistically significant differences both overall and in individual aspects at the .05 level. 3) Regarding the guidelines for developing collaborative student care and support system operations, it was found that for student referral (mutual trust), administrators should assign guidance teachers or those responsible for the student care and support system project who possessed thorough knowledge and understanding to clarify the necessity of referral. This was intended to ensure that students and parents understood and recognized the importance and benefits of the referral process.
