The Provision of Services by Subdistrict Health Promoting Hospitals after the Transfer to the Roi Et Provincial Administrative Organization

Abstract

The objectives of this study were 1) to the level of service provision of Sub-District Health Promoting Hospitals after the transfer of responsibilities under the Roi Et Province Administrative Organization; 2) to compare the service provision of Sub-District Health Promoting Hospitals after the transfer of responsibilities under the Roi Et Province Administrative Organization, classified by gender, educational level, age and position; 3) to study recommendations for service provision of Sub-District Health Promoting Hospitals after the transfer of responsibilities under the Roi Et Province Administrative Organization. The sample consisted of 298 administrators and operational staff under the Roi Et Province Administrative Organization, Stratified random sampling technique. The research instrument was a five-level rating scale questionnaire. The Index of Item-Objective Congruence (IOC) ranged from 0.67 to 1.00, and the overall reliability coefficient was 0.95. Statistics used for data analysis included frequency, percentage, mean, standard deviation, t-test, one-way analysis of variance, and content analysis. The results show that: 1) Overall service provision of Sub-District Health Promoting Hospitals after the transfer of responsibilities under the Roi Et Province Administrative Organization was at a high level. The aspects ranked from highest to lowest mean scores were teamwork, continuous quality improvement, accountability, responsiveness to needs, while work commitment had the lowest mean score. 2) Comparisons of service provision levels classified by gender and position showed no overall differences, whereas differences classified by age and educational level were statistically significant at the .05 level. 3) Recommendations indicated that administrators should demonstrate commitment and actively participate in the development of Sub-District Health Promoting Hospitals, promote teamwork, and provide opportunities for personnel to participate in a democratic manner. Service provision should be improved to be more convenient and transparent, with clear systems for listening to public opinions and complaints. In addition, service quality should be continuously enhanced through personnel training and quality control systems in order to build confidence among service recipients.
