Abstract

         The purposes of this research: (1) analyze the essential needs for developing a quality management system; (2) develop a model for quality system improvement; (3) implement and test the developed model; and (4) examine the outcomes of the model in terms of accuracy, appropriateness, feasibility, and satisfaction among stakeholders. The study consisted of four phases. Phase 1 involved examining the current conditions, desired conditions, and essential needs, with 15 informants and 37 participants. Phase 2 focused on developing and validating the prototype model with 5 informants. Phase 3 involved implementing the model with 31 participants. Phase 4 consisted of evaluating and summarizing the outcomes with 31 teachers and 250 parents. The research instruments included questionnaires, semi-structured interviews, and evaluation forms. The evaluation instrument summary indicated that the content validity index (IOC) ranged between 0.80–1.00, and the reliability coefficient was 0.90. Data were analyzed using frequency distribution, percentage, mean, standard deviation, and content analysis. 


         The results indicated that:


         1) The current condition of the quality system was at a high level, while the desirable condition was at the highest level. The overall PNI value was 0.21. Category 4: Measurement, Analysis, and Knowledge Management had the highest PNI (0.24), while Category 1: Leadership had the lowest PNI (0.17). 2) The development and validation of the draft prototype of the quality system development model were found to be accurate, appropriate, and feasible at a high level. 3) The implementation of the draft prototype in developing the quality system resulted in a high level of satisfaction among administrators, teachers, and parents. 4) The evaluation results of the quality system development model based on the OBECQA criteria indicated that the model was of high quality.
