Community Potential, Problems, and Needs for Poverty Alleviation: A Case Study of Ban Yang Noi Learning Center, Ubon Ratchathani Rajabhat University, Koa Ae Subdistrict, Khueang Nai District, Ubon Ratchathani Province

Abstract
This research article aims to study and analyze the potential, problems, and needs in addressing poverty among communities surrounding the Ban Yang Noi Learning Center of Ubon Ratchathani Rajabhat University, located in Koe Sub-district, Khueang Nai District, Ubon Ratchathani Province. The study employed a qualitative research approach using in-depth interviews with 20 key informants and focus group discussions with 10 participants. Purposive sampling was applied, and the data were analyzed through content analysis and descriptive narration.
The findings revealed that the communities around the Ban Yang Noi Learning Center possess significant agricultural resources, farmland, and strong cultural capital such as silk weaving, organic farming, and herbal processing. Community occupational groups include weaving groups, women’s groups, and the “Khog Nong Na” group, which receive support from the university and government agencies in developing skills and promoting local occupations. However, the major problems faced by these communities are unstable seasonal agricultural income, chronic household debt, insufficient water resources for farming, insecure land tenure, and demographic shifts characterized by a high proportion of elderly people and youth outmigration. In addition, communities lack skills in occupational group management, marketing, and financial management, while external development projects are often inconsistent and unsustainable.
The needs of the communities emphasize additional household-based occupations such as food processing, herbal product development, organic agriculture, and online marketing. Moreover, they require support in terms of funding, occupational tools, permanent irrigation systems, market access, and training in digital marketing, group management, and packaging development. These findings highlight the pathways for strengthening the grassroots economy and promoting sustainable community development.
