Model for developing the efficiency of local development of local government administrators in Roi Et Province

Abstract

This study aimed to (1) examine the factors influencing the effectiveness of local development administration among local executives in Roi Et Province, (2) develop a model to enhance the performance of local executives, and (3) pilot-test and systematically evaluate the developed model.

The research was conducted in three phases. Phase 1 investigated influencing factors by collecting data from the population of Roi Et Province (1,298,639 people). A stratified random sample of 400 respondents was selected, and data were analyzed using multiple regression and structural equation modeling (SEM). Phase 2 developed the performance enhancement model through a workshop with a panel of 20 experts and scholars to determine eight areas of development activities, including organizational management, leadership development, personnel administration, council member services, financial and fiscal management, risk management, and macro- and micro-level relationships. Phase 3 implemented and evaluated the model with an experimental group of 39 participants, measuring outcomes before and after implementation and analyzing the results using MANOVA.

The findings indicated that the overall effectiveness of local development administration was at the highest level across all aspects: public service, personnel and council affairs, management, and financial and fiscal administration. Results from the model implementation revealed that the posttest mean scores were significantly higher than the pretest scores in all areas at the .05 level of significance.

This study proposes a framework and model for enhancing the performance of local executives that can be adapted to improve the efficiency of local administration in Roi Et Province and other regions.
