Strategic Public Administration: The Adaptation of the Thai Bureaucracy in an Era of Uncertainty

Abstract

In the contemporary global context characterized by pervasive uncertainty—driven by rapid technological change, emerging infectious diseases, and global economic crises—the Thai bureaucratic system, as the principal mechanism for implementing public policy, must transition from traditional hierarchical and rule-based administration toward a strategic approach that is flexible, dynamic, and responsive to change. This article examines the concept of strategic public administration, the nature of uncertainty in public sector governance, and the adaptive pathways of the Thai bureaucratic system. It also proposes policy options aimed at enhancing the competitiveness and sustainability of Thailand’s public administration in the future

The findings indicate that the Thai bureaucracy is increasingly oriented toward inter-agency integration, the adoption of digital technologies in public management (digital government), and the development of human capital with stronger strategic and analytical capabilities. However, significant constraints remain, including rigid organizational structures, rule-bound administrative culture, and limitations in decentralization. Furthermore, the analysis highlights that strengthening institutional agility and advancing governance systems grounded in participatory principles are critical factors for enabling the Thai bureaucratic system to effectively and sustainably cope with uncertainty in the long term.
