Abstract

         This research article aimed to 1) examine the problems related to the construction of religious buildings within temples according to the construction standards of local administrative organizations among ecclesiastical administrators in Kaeng Khro District, Chaiyaphum Province; 2) explore approaches to enhancing understanding of construction standards among ecclesiastical administrators; and 3) develop an appropriate management model for religious building construction that aligns with local administrative standards in the area. The study employed a Mixed Methods Research design. The research population consisted of 130 ecclesiastical officials in Kaeng Khro District, Chaiyaphum Province.

         The findings revealed that, overall, the problems were at a moderate level (X̄ = 2.89, S.D. = 0.15). Other issues included exemption from permit requirements, modification, relocation, and demolition of buildings, reflecting limitations in legal knowledge and procedural clarity within local administrative frameworks. The proposed approach to enhance understanding follows the ESPC model: 1) Encourage—promoting accurate knowledge and attitudes, 2) Support—providing resources and procedural aid, 3) Provide Service—offering accessible and practical services to temples, and 4) Create a Network—building collaborative networks to share best practices. Furthermore, the PCOD management model was developed: 1) Problem Analysis—participatory problem assessment, 2) Create a Quality Manual—developing accurate legal and technical guidelines, 3) Organize a Project—implementing training and outreach programs, and 4) Direct and Follow—supervising, monitoring, and supporting implementation, to foster systematic understanding and elevate construction management standards within temples sustainably.
