Guidelines for developing strategic leadership in the 21st century of school administrators under Khon Kaen provincial office of learning encouragement

Abstract
This Article aimed to study (1) to study the current situation, the desirable conditions and needs for strategic leadership in the 21st century of school administrators, 2) to study guidelines for developing strategic leadership in the 21st century of school administrators under Khon Kaen Provincial Office of Learning Encouragement. the sample was mixed methods research. They was selected by study included 26 school administrators, 26 government teachers, and 144 Sub-district Non-formal and Informal Education Centre’s teachers. The total number of 196 people using stratified random sampling method. the instrument for collecting data was a 5-level rating scale questionnaire. The qualitative data were obtained from semi-structured interview form with 9 experts. Analysis data by Descriptive statistics and Content Analysis. The result of the study found that: 1) The current situation of strategic leadership in the 21st century of school administrators , in overall, was rated at a moderate level, when considering each aspect, it was found that the aspect with the highest average was the aspect of enhancing organizational culture, and the aspect with the lowest average was establishing vision, the desirable conditions of strategic leadership in the 21st century of school administrators, in overall, were rated at a high level, when considering each area, it was found that the aspect with the highest average was the aspect of building core competency and the aspect with the lowest average was establishing vision. Needs for strategic leadership in the 21st century of school administrators, arranged with the importance, were as follows: 1) Establishing vision, 2) Human resource potential development, 3) Morality and ethics, 4) Building core competency, 5) Enhancing organizational culture. 2) The research results showed that guidelines for developing strategic leadership in the 21st century for school administrators consisted of 25 sub-guidelines, and the results were found that the evaluation results of feasibility, appropriateness, and usefulness were rated at the highest level.
