The Sub-District Constitution Development for Community Democracy Development in Muang Chaiya Phum District Chaiya Phum Province

Abstract

         The objectives of this research ware: 1) to analyze the infrastructure conditions and needs for the development of a sub-district constitution to develop community democracy in Muang Chaiya Phum District, Chaiya Phum Province 2) To develop a sub-district constitution to develop community democracy with participation in Muang Chaiya Phum District, Chaiya Phum Province 3) to develop learning network on sub-district constitutions to drive community democracy in Muang Chaiya Phum District, Chaiya Phum Province. It was a mixed method research. The sample group consisted of 400 people using a questionnaire, key informants included local leaders. expert and local scholars, totaling 22 people, and conducting operational research to develop a Sub-District constitution in the area of Nasiaw, Muang Chaiya Phum District, Chaiya Phum Province. Data were analyzed using statistics such as percentage, mean, and standard deviation and analyzed qualitative data using content analysis methods.

         The research results found that

         1. Na Siew Sub-District is a rural area near the city located near the Phu Lan Kha mountain range. Most of it is an area for farming crops. There are thorough transportation routes, electricity, and public health. The people live a simple life. People want to develop the sub-district constitution in 6 aspects: 1) Infrastructure conditions aspect, 2) Political aspect, 3) Economic aspect, 4) Social aspect, 5) safety of life and property aspect, 6) Environmental aspect, overall at a high level (𝐱̅= 3.41)

         2. Carry out the development of the Na Siew Sub-District Constitution by (1) collecting information to set guidelines for the preparation of the Sub-District Constitution (2) promoting understanding in its preparation (3) participating in presenting needs problems (3) analyzing the needs problems of the Subdistrict. (4) Participate in the drafting of the Sub-District constitution and (5) create a joint agreement and obtained a draft of a Sub-District constitution

         3. There are 6 learning network of Na Siew Sub-District constitutions as 1) local leader network, 2) local administrative organization network, 3) public health agency network, 4) educational agency network, 5) Other government agencies network and 6) religious network.
