PUBLIC PARTICIPATION ON THE FORMULATING LOCAL DEVELOPMENT PLAN OF BUA KHAO TOWN MUNICIPALITY, KUCHINARAI DISTRICT, KALASIN PROVINCE

Abstract

The objectives of this research were to study the level of public participation on the formulating local development plan of Bua Khao Town Municipality, Kuchinarai district, Kalasin province, and compare the level of  public participation on the formulating local development plan of Bua Khao Town Municipality,  Kuchinarai district, Kalasin province classified by personal factors as gender, age, education level, occupations, and income. The populations of this research were 11,710 people who lived in the area of Bua Khao Town Municipality,  Kuchinarai district, Kalasin province. The sample size was obtained by Taro  Yamane’s formula. The sample were 397 respondents and were selected by accidental purposive sampling. The tool for data collecting was a questionnaire by surveying. The data were analyzed by frequency, percentage, mean, standard deviation, and hypotheses test by independent t-test, one way ANOVA (F-test).

          The research findings were as follows:

1. The personal data of the respondents revealed that the most were males 211 persons or 54.5 %, age between 31-40 years old 116 persons or 36.0 %, education level at vocation 147 persons or 38.0 %, personnel in private companies 126 persons or 32.6 %, and income between 15,001-25,000 baht 209 persons or 54.01 %.


2. The level of public participation on the formulating local development plan of Bua Khao Town Municipality,  Kuchinarai district, Kalasin province, were, overall at a moderate level (=3.25, S.D. = 0.29). Considering each aspect individually revealed that the highest mean was operation at a high level (=3.48, S.D.=0.28), followed by follow up and evaluation at a moderate level (=3.26, S.D.= 0.31), and the least was the collecting problems and need at a moderate level (=3.09, S.D. =0.56), respectively.


3. The comparisons of the level of public participation on the formulating local development plan of Bua Khao Town Municipality,  Kuchinarai district, Kalasin province classified by personal factors as gender, age, education level, occupations, and income were found to have no difference in the level of public participation on the formulating local development plan of Bua Khao Town Municipality,  Kuchinarai district, Kalasin province.
