A Study on Guidelines for the Restoration and Promotion of Isan Folk Musical Art and Culture (Klong Yao) by the Culture and Arts Section, Chaiyaphum Rajabhat University

Abstract

This qualitative and action research aimed to (1) study the current state, problems, and factors affecting the existence of Isan folk music (long drum: Klong Yao) for arts and culture at Chaiyaphum Rajabhat University, and (2) develop and suggest guidelines for the restoration, promotion, and application of Isan folk music (long drum) for arts and culture at Chaiyaphum Rajabhat University. The target sample was selected purposively, comprising local scholars, folk artists in long drum, arts and culture personnel, administrators, and students in the "Silpa Sahong" long drum band. The research instruments included in-depth interviews and observation forms. Data were analyzed using content analysis and presented via descriptive analysis.

The research findings were as follows:

1) Current State and Problems: The "Silpa Sahong" long drum band of Chaiyaphum Rajabhat University is well-equipped with modern musical instruments and sound systems due to administrative support, receiving tangible transmission of drumming and performance processes from local scholars. However, the main problem is the lack of a systematic knowledge storage process in written form, as most knowledge transmission still relies on oral tradition (one-on-one learning). Additionally, the organizational structure transition of the "Arts and Culture" unit under the Office of the President has led to a lack of a systematic standard operating procedure manual (Routine to Research: R2R) for operations and academic service.

2) Guidelines for Restoration and Promotion: The researchers synthesized development guidelines into an R2R framework covering four key areas: (1) Traditional knowledge management, including the recording of melodies, drum patterns, and scientific instrument maintenance; (2) Integration and knowledge transfer through practical skill training models and workshops; (3) Development of contemporary applied forms, promoting adaptation and combination of international instruments and performances attractive to younger generations; and (4) Academic services and community networking, driving the long drum ensemble to perform at festivals alongside the community to advance local culture toward Soft Power and sustainable economic value.
