Guidelines for Developing Creative Leadership of School Administrators under the Secondary Educational Service Area Office of Phichit

Abstract
The purposes of this research article were to: 1) investigate the creative leadership of school administrators under the Secondary Educational Service Area Office of Phichit, and 2) develop guidelines for enhancing creative leadership among school administrators under the same jurisdiction. The study was conducted in two phases. The first phase examined the level of creative leadership among school administrators. The sample consisted of 278 school administrators and teachers selected through proportional stratified random sampling. Data were collected using a five-point rating scale questionnaire and analyzed by means and standard deviations. The second phase focused on developing guidelines for creative leadership enhancement through interviews with three experts. The qualitative data were analyzed using content analysis.
The findings revealed that: 1) the overall level of creative leadership among school administrators was at a high level. Among the four dimensions, teamwork obtained the highest mean score, whereas flexibility received the lowest mean score; and 2) the development guidelines emphasized strategic planning, collaborative participation, teamwork enhancement, openness to diverse perspectives, and the application of knowledge and experience to generate effective administrative practices. These approaches contribute to continuous organizational improvement and sustainable educational development.
