A Model for Small-Sized Educational Institution Administration Based on Good Governance Principles under the Bangkok Metropolitan Administration

Abstract

The objectives of this research article were: 1) to study the priority needs for the administration of small schools based on good governance principles under the Bangkok Metropolitan Administration (BMA); 2) to develop an administrative model for small schools based on good governance principles under the BMA; 3) to pilot the developed administrative model; and 4) to evaluate the model. This study employed a mixed-methods research design. The qualitative phase involved documentary analysis, in-depth interviews with nine educational administrators, and focus group discussions with nine experts. The quantitative phase involved the sample group consisted of 346 school administrators and teachers from small-sized schools under the Bangkok Metropolitan Administration. Additionally, the tryout of the model involved 30 school administrators and teachers. The research instruments included question naires and interview forms. Statistical analysis was conducted using percentage, frequency, mean, standard deviation, the Modified Priority Needs Index (PNImodified), and content analysis.
The findings revealed that the overall needs assessment was at a high level. The most urgent areas for development were the Cost-effectiveness principle (PNImodified = 0.100), followed by the Rule of Law principle (PNImodified = 0.095). The developed management model, titled the “VICE PM MODEL,” integrates six principles of good governance with human resource development mechanisms: (V: Vision, I: Innovation, C: Communication, E: Ethics, P: Personality, M: Management) The model evaluation by school administrators indicated that its utility was at the highest level, while its propriety, accuracy, and feasibility were at a high level. Consequently, this model serves as a concrete and effective guideline for enhancing the quality of small school management within the context of good governance.
