LEADERSHIP FOR DEVELOPMENT AND COMMUNITY PARTICIPATION IN DRIVING THE MAE SOT SPECIAL ECONOMIC ZONE, TAK PROVINCE

Abstract
This qualitative study aims to: 1) examine the patterns of developmental leadership in the Mae Sot Special Economic Zone, 2) explore community participation in driving the zone, and 3) To propose guidelines for developing the Mae Sot Special Economic Zone towards sustainability. The study involved 40 participants, including local leaders, government officials, business operators, and residents in the border area. Data were collected using in-depth interviews and focus group discussions, and analyzed through content analysis and thematic analysis.
The findings revealed that: 1) key leaders who play a significant role in driving the Special Economic Zone must demonstrate spatial vision, cultural understanding, and the ability to foster continuous community participation; 2) local people contribute mainly through labor, border trade, and social activities, while their participation in policy-level processes remains limited. Creating platforms for information exchange, such as community learning centers, is essential for sustainability; and 3) the proposed guidelines for sustainable development of the Mae Sot Special Economic Zone include strengthening strategic leadership, enhancing community capacity, and establishing sustainable participatory mechanisms.
