A STUDY OF THE CURRENT SITUATION, DESIRED CONDITIONS, AND ESSENTIAL NEEDS FOR DEVELOPING A COLLABORATIVE NETWORK TO IMPROVE THE QUALITY OF PRIMARY SCHOOLS

Abstract

This research aims to study the current situation, desired state, and needs for developing a collaborative network to improve the quality of primary schools. The sample group consisted of: 1) 183 directors of the educational supervision, monitoring, and evaluation group under the Office of the Basic Education Commission; 2) 396 primary school principals; and 3) 396 primary school teachers (heads of academic affairs). The sample size was determined using the Krejcie & Morgan table and stratified random sampling. The data collection instrument was a 5-level Likert scale questionnaire with a reliability coefficient of 95% for the current situation, 95% for the desired state, and 95% for the needs assessment. The statistical methods used for data analysis included mean, standard deviation, and revised needs prioritization index.


          The findings are as follows:


          1) The current state of managing collaborative networks to improve the quality of education in primary schools was found to be at a high level. Considering each aspect, the aspect of commitment had the highest average score, while the aspect of trust had the lowest. The overall desired state was at the highest level. Considering each item, the aspect of joint decision-making had the highest average score, while the aspect of participation had the lowest.


          2) The results of the needs analysis for managing collaborative networks to improve the quality of education in primary schools showed that the priority index of developmental needs, in order of index value, was as follows: reciprocal interaction had the highest value, which means the rate of developmental change from the current state to the desired state. This was followed by the aspects of trust, joint activities, shared awareness, participation, shared vision, joint decision-making, and commitment, with the rate of developmental change from the current state to the desired state in that order.
