Abstract

This research aimed to evaluate the project performance, develop a project management model, and formulate policy recommendations for the "Sustainable Community Project for Integrated Drug Problem Solving" under the National Strategy in Phetchaburi Province. The study focused on 13 target villages across 8 districts within the province. Data collection tools included in-depth interviews and questionnaires distributed to the project's working committees and operational teams. Quantitative data were analyzed using SPSS (Statistical Package for the Social Sciences) software, while qualitative data underwent comprehensive content analysis. The evaluation findings, based on 4 dimensions and 16 indicators, are as follows: 1) Context: consisting of 2 indicators regarding project plans/activities and policy consistency; 2) Input: consisting of 4 indicators including personnel, management methods, budget, and materials; 3) Process: consisting of 6 indicators regarding searching and screening models, public relations for awareness, treatment, follow-up visits, and immunity building/prevention; and 4) Product: consisting of 4 indicators regarding opportunity creation, income generation, career development, and social acceptance. The results indicated that 13 out of 16 indicators were met, representing 81.25 % success. Overall, the project evaluation demonstrated a high level of effectiveness. Furthermore, the developed project management model for integrated drug problem solving in Phetchaburi was found to be highly applicable as a management tool for similar sustainable community initiatives across all provinces nationwide. This research concludes with three categories of suggestions: policy recommendations, recommendations for practical application of the findings, and suggestions for future research to further enhance the sustainability of drug prevention and the resolution strategies.
