Buddha Dhamma Integration for Principles to Promoting the Administration of Local Administrators in Pamat Subdistrict Municipality. Mueang Phrae District, Phrae Province

Abstract

This research article aims to examine three interrelated objectives: (1) to investigate the level of administrative performance of local executives in Pa Mat Subdistrict Municipality, (2) to analyze the relationship between the principles of Papanikadhamma (merchant’s virtues) and the enhancement of administrative performance of local executives, and (3) to propose the integration of Papanikadhamma as a framework for strengthening local governance in Pa Mat Subdistrict Municipality, Mueang Phrae District, Phrae Province. The study employed a mixed-methods design. Quantitative data were collected from 385 respondents aged 18 years and above through structured questionnaires. Descriptive statistics—frequency, percentage, mean, and standard deviation—were applied, along with Pearson’s correlation analysis to determine the relationship between Papanikadhamma and administrative practices. For qualitative insights, in-depth interviews were conducted with nine key informants, including both laypersons and monks. The integration of Buddhist ethical principles is expected to provide a constructive approach for fostering effective, transparent, and community-centered local governance.

The findings reveal that

1. the overall level of administrative performance among local executives was rated at the highest level.
2. The principles of Papanikadhamma demonstrated a statistically significant, moderately high positive correlation with local administrative performance.
3. The proposed integration of Papanikadhamma to enhance administrative practices highlighted three key aspects: 1) Iocal administrators demonstrate a clear vision of organizational goals while actively incorporating feedback from subordinates and community members to ensure alignment with real challenges and obstacles. 2) Their management practices are systematic, well-structured, and capable of addressing problems promptly and effectively. 3) They cultivate positive interpersonal relationships with all stakeholders,thereby fostering trust and confidence in administrative processes. These results highlight the importance of integrating participatory and relational approaches in enhancing the effectiveness and sustainability of local governance.
