Systems and Mechanisms for World-class Standard School Management Based on The Office of The Basic Education Commission Quality Award (OBECQA) Criteria in Schools Under the Chiang Rai Secondary Educational Service Area Office

This Article aimed to 1) study the components of systems and mechanisms for managing World-class standard schools according to the Quality Award Criteria of the Office of the Basic Education Commission (OBECQA) in schools under the Chiang Rai Secondary Educational Service Area Office, and 2) develop and evaluate these systems and mechanisms. A mixed-methods research approach was employed, consisting of the following steps 1) studying the components of the systems and mechanisms through document synthesis and an expert seminar with seven purposively selected experts based on their knowledge and experience. Structured interviews and document synthesis forms were used, and the data were analyzed using content analysis 2) developing and evaluating the systems and mechanisms using data from the first step. The developed system was then assessed by 12 purposively selected experts based on their knowledge, experience, and stakeholder roles. The quality evaluation form assessed accuracy and feasibility, with data analyzed using mean, standard deviation, and content analysis.
The research findings revealed that
1) The system and mechanisms for managing World-class standard schools according to OBECQA criteria in schools under the Chiang Rai Secondary Educational Service Area Office consisted of four system components: (1) input, (2) process, (3) output, and (4) feedback. Additionally, there were 15 mechanisms: (1) organizational leadership, (2) governance, (3) social responsibility, (4) strategic planning, (5) strategy implementation, (6) responsiveness to student and stakeholder expectations, (7) student and stakeholder engagement, (8) measurement, analysis, and performance improvement, (9) information management, (10) organizational knowledge management, (11) personnel capability and workforce assessment, (12) workplace environment, (13) personnel engagement, (14) work process design, and (15) operational effectiveness measurement.
2) The developed system and mechanisms for managing World-class standard schools according to OBECQA criteria were rated at the highest level of accuracy and feasibility.
