บทบาทขององค์กรภาคประชาสังคมในการส่งเสริมความโปร่งใส ในการบริหารราชการแผ่นดิน

บทคัดย่อ
บทความนี้มีวัตถุประสงค์เพื่อ 1. ศึกษาบทบาทขององค์กรภาคประชาสังคมในการส่งเสริมความโปร่งใสในการบริหารราชการแผ่นดิน และ 2. เสนอแนะแนวทางการพัฒนาบทบาทขององค์กรภาคประชาสังคมในการส่งเสริมความโปร่งใส ใช้ระเบียบวิธีวิจัยเชิงคุณภาพ เก็บข้อมูลจากผู้ให้ข้อมูลสำคัญ 40 คน ประกอบด้วย ผู้บริหารองค์กรภาคประชาสังคม 15 คน ผู้บริหารภาครัฐ 10 คน นักวิชาการ 10 คน และตัวแทนภาคประชาชน 5 คน ผ่านการสัมภาษณ์เชิงลึก การสนทนากลุ่มกับผู้ทรงคุณวุฒิ 8 คน และการวิเคราะห์เอกสารที่เกี่ยวข้อง วิเคราะห์ข้อมูลโดยการวิเคราะห์เชิงเนื้อหา (Content Analysis) และวิเคราะห์แก่นสาระสำคัญ (Thematic Analysis)
ผลวิจัยพบว่า 1. องค์กรภาคประชาสังคมมีบทบาทสำคัญ 4 ประการ ได้แก่ 1) การติดตามตรวจสอบภาครัฐผ่านระบบดิจิทัลและเครือข่ายเฝ้าระวัง 2) การเสริมสร้างความเข้มแข็งภาคประชาชนโดยการพัฒนาศักยภาพและสร้างเครือข่ายระดับชุมชน 3) การผลักดันนโยบายและกฎหมายที่ส่งเสริมความโปร่งใส และ 4) การสร้างเครือข่ายความร่วมมือทั้งในและต่างประเทศ 2. แนวทางการพัฒนาและปรับปรุงบทบาทขององค์กรภาคประชาสังคมในการส่งเสริมความโปร่งใสมี 4 ด้าน ได้แก่ 1) การพัฒนาศักยภาพองค์กรทั้งด้านบุคลากรและการระดมทุน 2) การประยุกต์ใช้เทคโนโลยีดิจิทัลในการวิเคราะห์ข้อมูลและสร้างการมีส่วนร่วม 3) การพัฒนาเครือข่ายความร่วมมือในระดับนโยบายและระหว่างประเทศ และ 4) การปรับปรุงกลไกการทำงานให้มีมาตรฐานและสามารถวัดผลได้ ผลการวิจัยนำไปสู่ข้อเสนอแนะเชิงนโยบายที่สำคัญ ได้แก่ การจัดตั้งกองทุนสนับสนุนองค์กรภาคประชาสังคม การพัฒนาแพลตฟอร์มดิจิทัลติดตามการใช้งบประมาณแบบ Real-time และการพัฒนาหลักสูตรมาตรฐานสำหรับผู้ตรวจสอบภาคประชาชน
