GUIDELINES FOR PERSONNEL MANAGEMENT OF EDUCATIONAL INSTITUTIONS UNDER UDON THANI PRIMARY EDUCATIONAL SERVICE AREA OFFICE 4

Abstract
The objectives of this research were: 1) to study guidelines for human resource management in schools under the Office of Udon Thani Primary Educational Service Area 4 2) 3) to evaluate the human resource management guidelines for schools under the Office of Udon Thani Primary Educational Service Area 4. The research operation was divided into two phases. Phase 1 study guidelines for human resource management in schools under the Office of Udon Thani Primary Educational Service Area 4, Phase 2 evaluation of the guidelines, which was conducted by studying best practice model schools from 3 school administrators, and utilizing the Multi-Attribute Consensus Ranking (MACR) process through a pluralistic consensus meeting with 9 key informants, including school administrators, academics, and teachers and educational personnel.
The research findings revealed that 1) The guidelines for human resource management in schools comprised 3 dimensions with a total of 30 operational guidelines. 3) The evaluation results of the guidelines by the key informants demonstrated that all guidelines were appropriate and highly feasible for actual implementation, with an overall rating at the highest level.
