Abstract

This research aimed to: (1) investigate the current and desirable conditions of the administration of the Thai–Chinese Bilingual Curriculum in schools under the Bangkok Metropolitan Administration (BMA); and (2) develop guidelines for administering the Thai–Chinese Bilingual Curriculum to promote the Sustainable Development Goals (SDGs). The study was conducted in two phases: the first phase investigated the current and desirable conditions of curriculum administration, while the second phase explored guidelines for administering the Thai–Chinese Bilingual Curriculum. The quantitative participants were school administrators and Chinese language teachers from 14 schools under the Bangkok Metropolitan Administration implementing the Thai–Chinese Bilingual Curriculum during the 2024 academic year. The sample size was determined using the Krejcie and Morgan (1970) table. Participants were selected through stratified random sampling and simple random sampling. The qualitative participants consisted of 14 school administrators, one from each school, who were selected through purposive sampling and had at least five years of administrative experience. Data were analyzed using the mean, standard deviation, the Priority Needs Index (PNI), and content analysis.

The findings revealed that:

(1) the overall current condition of the administration of the Thai–Chinese Bilingual Curriculum was at a high level. Curriculum implementation received the highest mean score, followed by student competency development and learning support provision. Personnel development planning and educational equity were ranked at the next level, whereas curriculum design, educational sustainability, instructional quality, and curriculum evaluation were at a moderate level. Regarding priority needs, curriculum evaluation and educational equity were identified as the highest priority needs, followed by educational sustainability and instructional quality, while the remaining aspects showed progressively lower priority needs.

(2) The guidelines for administering the Thai–Chinese Bilingual Curriculum to promote the Sustainable Development Goals comprised nine dimensions: (1) curriculum design, (2) personnel development planning, (3) curriculum implementation, (4) learning support provision, (5) curriculum evaluation, (6) educational equity, (7) instructional quality, (8) student competency development, and (9) educational sustainability. These nine dimensions are interconnected and mutually reinforce one another in enhancing the quality of educational management and promoting sustainable school development.
