Abstract

The objectives of this research and development (R&D) project, utilizing a mixed-methods approach, were to: 1) examine the needs and foundational data for developing a community-based supplementary curriculum to promote creative economy-based thinking among lower secondary school students; and 2) develop and evaluate the quality of the developed curriculum. The curriculum implementation was scheduled for 20 hours, conducted between November 2025 and March 2026, during the second semester of the 2025 academic year. The target groups consisted of 44 lower secondary students, 7 stakeholders, 6 experts for the curriculum critique process, and 5 experts for the curriculum quality evaluation. Research instruments included document analysis forms, interview forms, questionnaires, focus group discussion guidelines, and a curriculum congruence and suitability evaluation form.

The research findings revealed that: 1) The study of needs and guidelines for the development of the community-based supplementary curriculum indicated that both stakeholders and students highly required hands-on learning experiences through real-world community contexts. This approach aimed to integrate cultural capital and local wisdom to create added value, while simultaneously enhancing thinking skills aligned with creative economy concepts. 2)The curriculum development process comprised six stages: 1) needs assessment and foundational data analysis, 2) curriculum design, 3) quality verification, 4) curriculum implementation, 5) curriculum evaluation, and
6) curriculum revision. The developed curriculum consisted of seven core components: 1) principles, 2) curriculum objectives, 3) curriculum structure,
4) implementation guidelines, 5) lesson plans, 6) instructional media, and
7) measurement and evaluation. Furthermore, the overall suitability evaluation of the curriculum by experts was at the highest level (M = 4.87, SD = 0.05).
