STRATEGIC LEADERSHIP OF SCHOOL ADMINISTRATORS AFFECTING BUDGET ADMINISTRATION IN SCHOOLS UNDER THE NONTHABURI PRIMARY EDUCATIONAL SERVICE AREA OFFICE 2

Abstract
The purposes of this research were to: (1) examine the level of strategic leadership of school administrators; (2) investigate the level of school budget administration; (3) examine the relationship between the strategic leadership of school administrators and school budget administration; and (4) identify the aspects of strategic leadership affecting school budget administration under the Nonthaburi Primary Educational Service Area Office 2. The sample consisted of 300 school administrators and teachers under the Nonthaburi Primary Educational Service Area Office 2, selected using the Krejcie and Morgan sample size table and proportional stratified random sampling. The research instrument was a five-point rating scale questionnaire with an Index of Item-Objective Congruence (IOC) ranging from 0.60 to 1.00 and an overall reliability coefficient of .98. The data were analyzed using frequency, percentage, mean, standard deviation, Pearson's product-moment correlation coefficient, and Stepwise Multiple Regression Analysis.
The results revealed that: (1) the overall levels of strategic leadership of school administrators and school budget administration were at a high level; (2) strategic leadership of school administrators had a very high positive correlation with school budget administration at the .01 level of statistical significance (r = .921); and (3) the strategic leadership factors significantly affecting school budget administration were personnel participation (X8), change management (X5), personnel inspiration (X6), and strategic thinking (X4). These factors jointly predicted school budget administration with a predictive power of 87.50 percent (R² = .8750) at the .01 level of statistical significance.
