THE STATES AND PROBLEMS OF PERSONNEL ADMINISTRATION IN SCHOOLS OF THE BENJALAK SCHOOL GROUP UNDER THE SISAKET PRIMARY EDUCATIONAL SERVICE AREA OFFICE 4

Abstract
The purposes of this research were to: 1) study the conditions and problems of personnel administration in schools under the Benjalak School Group, Sisaket Primary Educational Service Area Office 4; 2) compare the conditions and problems of personnel administration classified by school size; and 3) propose guidelines for the development of personnel administration in schools. The sample consisted of 155 school administrators and teachers. The sample size was determined using the Krejcie and Morgan table, and stratified random sampling was employed. The research instrument was a five-point rating scale questionnaire with item discrimination values ranging from .463 to .793 and an overall reliability coefficient of .97. The statistics used for data analysis included frequency, percentage, mean, and standard deviation. Qualitative data were analyzed using Content Analysis and frequency counts. The hypothesis testing was conducted using the Independent Samples t-test.
The research findings revealed that: 1) the overall and individual aspects of personnel administration conditions were at a high level, while the overall and individual aspects of personnel administration problems were at a moderate level; 2) the comparison of personnel administration conditions classified by school size showed statistically significant differences at the .05 level, except for manpower planning and position determination, and recruitment and appointment, which showed no statistically significant differences. In contrast, the comparison of personnel administration problems classified by school size revealed no statistically significant differences; and 3) the guidelines for developing personnel administration included manpower planning in accordance with the Teachers’ Civil Service and Educational Personnel Commission (OTEPC) criteria, promotion of professional advancement, and systematic preparation of databases for personnel approaching retirement.
