A COMPLETE NEEDS ASSESSMENT OF THE IMPLEMENTATION OF THE ENGLISH MEDIUM INSTRUCTION PROGRAM UNDER THE BASIC EDUCATION CORE CURRICULUM IN SCHOOLS UNDER THE SECONDARY EDUCATIONAL SERVICE AREA OFFICE SAMUT PRAKARN

Abstract

The purposes of this study were to: 1) study the current and expected states of the implementation of the English Medium Instruction Program under the Basic Education Core Curriculum in schools under the Secondary Educational Service Area Office Samutprakarn; and 2) study the priority needs for the implementation of the English Medium Instruction Program under the Basic Education Core Curriculum in schools under the Secondary Educational Service Area Office Samutprakarn. This was a quantitative research study. Due to the small population size, the researcher studied the entire population of 312 individuals to minimize sampling error, consisting of school administrators and foreign languages department teachers from 11 schools. The research instrument was a 34-item, 5-level dual-response rating scale questionnaire. The item-objective congruence (IOC) index ranged from .60 to 1.00, and the reliability coefficient was .978 for the current state and .965 for the expected state. The statistics used for data analysis included mean, standard deviation, and the Modified Priority Needs Index (PNI_modified).

          The research findings were as follows: 1) the current state of the implementation of the English Medium Instruction Program under the Basic Education Core Curriculum in schools under the Secondary Educational Service Area Office Samutprakarn was at a high level (x̄ = 3.70), and the expected state of the implementation of the English Medium Instruction Program under the Basic Education Core Curriculum in schools under the Secondary Educational Service Area Office Samutprakarn was at the highest level (x̄ = 4.53). 2) The priority needs assessment for the implementation of the English Medium Instruction Program under the Basic Education Core Curriculum in schools under the Secondary Educational Service Area Office Samut Prakarn indicated that the aspect with the highest need was Aspect 1: Policy, Strategy, and Management (PNI_modified = 0.2295), followed by Aspect 2: Curriculum, Learning Management, Measurement, and Evaluation (PNI_modified = 0.2218), and Aspect 3: Learner Quality (PNI_modified = 0.2201), respectively.
