GUIDELINES FOR DEVELOPING SCHOOL PROFESSIONAL LEARNING COMMUNITIES IN THE PHA TAEM SCHOOL NETWORK UNDER THE SECONDARY EDUCATIONAL SERVICE AREA OFFICE UBON RATCHATHANI AMNAT CHAROEN

Abstract
The objectives of this research were: 1) to study the current states, desirable states, and needs for developing school professional learning communities (PLC) in the Pha Taem School Network under the Secondary Educational Service Area Office Ubon Ratchathani Amnat Charoen; and 2) to explore guidelines for developing school professional learning communities in the Pha Taem School Network. The research sample consisted of 190 participants, including 8 school directors, 15 deputy directors, and 167 teachers. Additionally, the key informants included 15 individuals comprising school directors, deputy directors, and heads of learning departments. The research instruments were a 5-point Likert scale questionnaire and an interview form regarding the development of school professional learning communities. Data were analyzed using frequency, percentage, mean, standard deviation, and PNImodified
The research findings revealed that: 1 ) The current state of PLC development in schools under the Pha Taem Inter-school Campus was overall at a moderate level. The desirable state was overall at the highest level. The overall priority needs index (PNImodified) was 0.32 2)The results of the guidelines for developing professional learning communities, derived from semi-structured interviews, were as follows: (1) Building Understanding and PLC Teamwork: Training or meetings should be organized to ensure a common understanding of PLC goals and principles. (2) Goal Setting and Planning: PLC teams should brainstorm and analyze problems together to define goals and operational plans. (3) Implementation and Reflection: Planned strategies should be executed followed by a reflection on the operational outcomes. (4) Lesson Learned and Knowledge Sharing: Lessons should be collectively extracted from previous operations to identify Best Practices. (5) Supervision, Monitoring, and Evaluation: Administrators or experts should provide guidance and support to PLC teams, followed by an evaluation of the performance.
