GUIDELINES FOR DEVELOPING INNOVATIVE LEADERSHIP OF SCHOOL ADMINISTRATORS UNDER CHAIYAPHUM PRIMARY EDUCATIONAL SERVICE AREA OFFICE 2

Abstract
The purposes of this research were to: 1) study the current conditions, desirable conditions, and priority needs for developing innovative leadership among school administrators; 2) study guidelines for developing innovative leadership among school administrators; and 3) evaluate the guidelines for developing innovative leadership among school administrators. A mixed methods research design was employed, consisting of three phases. Phase 1 examined the current conditions, desirable conditions, and priority needs. The sample consisted of 322 school administrators and teachers, selected through proportional stratified random sampling based on school size. The research instrument was a questionnaire on current and desirable conditions. Data were analyzed using mean, standard deviation, and the Modified Priority Needs Index. Phase 2 studied the development guidelines through semi-structured interviews with five experts, analyzed using content analysis. Phase 3 evaluated the proposed guidelines by ten experts. Data were analyzed using mean and standard deviation.
The findings of this research were as follows:
1) The Modified Priority Needs Index values ranged from 0.288 to 0.541, ranked from highest to lowest as follows: Risk Management, Creative Thinking and Innovation Skills, Teamwork and Participation, Creating an Innovation-Conducive Climate, Motivation, and Innovative Vision, respectively.
2) The guidelines for developing innovative leadership among school administrators comprised six components with a total of 24 guidelines.
3) The evaluation of the guidelines in terms of usefulness, feasibility, and appropriateness was at the highest level overall and in each aspect.
