THE ROLE AND PUBLIC PARTICIPATION IN LOCAL HEALTH OPERATIONS IN COLLABORATION WITH GOVERNMENT AGENCIES IN BAN BANG KAEO COMMUNITY, BANG KAEO MUNICIPALITY, SAMUT PRAKAN PROVINCE

Abstract
This research article aims to: study the factors affecting the roles and levels of public participation in local health operations in collaboration with government agencies in Bangkaew Municipality, Samut Prakan Province; and 2) examine the patterns and characteristics of public participation in local health operations in cooperation with government agencies in Bangkaew Municipality, Samut Prakan Province. This study employed a qualitative research approach using phenomenological research methodology. The population consisted of local residents, community leaders, and government officials in Bangkaew Municipality, Samut Prakan Province. The sample group comprised 15 participants selected through purposive sampling combined with snowball sampling. Data collection tools included semi-structured interviews and observation. Data were analyzed using content analysis and thematic analysis.
The findings reveal that: 1) citizens play significant roles and participate in local health operations across multiple dimensions, including problem recognition, idea expression, planning, decision-making, implementation, and monitoring and evaluation, in collaboration with government agencies through network-based cooperation; and 2) the level and nature of participation depend on key factors such as health awareness, motivation, perceived benefits, and citizen capacity, as well as opportunities and support provided by government agencies, which collectively influence the effectiveness of local health management at the community level.
