HUMAN RESOURCE DEVELOPMENT USING THE PLC PROCESS IN SCHOOLS UNDER THE SARABURI PRIMARY EDUCATIONAL SERVICE AREA OFFICE 1

Abstract
This research aims to 1) study personnel development using the PLC process in the Saraburi Primary Educational Service Area Office 1, and 2) compare the level of opinions of personnel regarding personnel development using the PLC process in the Saraburi Primary Educational Service Area Office 1, categorized by position, work experience, and school size. 3) This study examined the guidelines for personnel development using the PLC process in schools under the Saraburi Primary Educational Service Area Office 1. The sample group consisted of 306 school administrators and teachers. The research instrument was a 5-level Likert scale questionnaire with an IOC value between 0.80 and 1.00 The reliability coefficient was 0.88, and a semi-structured interview questionnaire was used. Statistical analyses included frequency, percentage, mean, standard deviation, t-test, F-test, and pairwise comparisons using Scheffé's method.
The research findings revealed that:
- The overall level of personnel development using the PLC process in the Saraburi Primary Educational Service Area Office 1 was high.
- A comparison of opinions regarding personnel development using the PLC process within the Saraburi Primary Educational Service Area Office 1, categorized by position and school size, showed statistically significant differences at the .05 level overall. However, there were no significant differences overall or in individual aspects when categorized by work experience.
- The guidelines for personnel development using the PLC process in the Saraburi Primary Educational Service Area Office 1 include: shared norms and values; shared responsibility for student learning; inquiry for professional reflection; collaboration and mutual support; and support for personnel structure and relationships.
